Our team is dedicated to ensuring the safety and well-being of our campus community in the face of any emergency situation. Comprised of experienced professionals from diverse backgrounds, our team brings together expertise in emergency management, disaster preparedness, communication, and response coordination. We work tirelessly to develop and implement comprehensive emergency plans, provide training and resources, and foster a culture of readiness among students, faculty, and staff. Hope Kaye (She/Her/Hers)

Director, Office of Emergency Services

Hope Kaye has served as the Director of Emergency Services & Clery Director at San Francisco State since February 2022.

Prior to joining CSU, she was an environmental activist and organizer and it was her commitment to climate resilience that guided her to emergency management. She would later go on to work as an emergency preparedness consultant for K-12 schools and receive her Master’s in Emergency Management from Jacksonville State University in December 2021. She was an EMT, a Wilderness First Responder and has been trained in Tactical Emergency Combat Care and Haz-Mat Operations.

Hope is passionate about empowering our communities to prepare themselves for any emergency. Working as San Francisco State's emergency manager, she continually finds opportunities to work across disciplines to increase resilience in our San Francisco communities.

JLP Prince (They/Them/Theirs)

Continuity and Compliance Coordinator

JLP Prince joined the team and has served as the Continuity and Compliance Coordinator since December 2024.

Originally from the small town of Fuquay-Varina, NC, JLP has a BA in Religious and Ethical Studies from Meredith College, an MA in College Student Development from Appalachian State University, and an MS in Data Analysis and Communication from Agnes Scott College. JLP comes to Emergency Services from Student Affairs in Higher Education, having previously worked at Cornell University, Agnes Scott College, and Appalachian State University, doing work across multiple departments including residence life, leadership development, diversity programs, and community engagement.

JLP is a Ph.D. candidate at Oklahoma State University in Fire and Emergency Management. Their research focuses on student resilience, climate resilience, and emergency management on college and university campuses.

Sherry-Anne Yoshioka (She/Her/Hers)

Emergency Services Coordinator

Sherry-Anne Yoshioka has served as the Emergency Services Coordinator at San Francisco State since April 2023.

Sherry is a San Francisco State alum, graduating in 2007 with a BA in International Business. In 2008, she joined United Airlines where she worked in various roles from Customer Service Supervisor to Project Manager to Corporate Security compliance. In 2020, she moved to San Bernardino to work for Amazon Air, where she focused on physical security and site-specific incident response efforts and began work on her master's degree in Emergency Management at Tulane University, with an expected graduation date in DEC 2024.

Sherry continues to learn and develop her knowledge, skills and abilities as the Emergency Services Coordinator and is looking forward to continue working with the San Francisco State community and developing the emergency response program to ensure our resilience during an emergency event.

Samantha Garcia Mendoza (She/Her)

Student Ambassador

Samantha is a freshman pre-nursing student at SF State. This past summer, she earned her EMT certification after completing extensive emergency response training and 24 hours of ride-alongs with Berkeley Fire Department. Getting to shadow EMTs and Firefighters and assist with patient care reaffirmed her passion for nursing. Sam's interest in service has taken different forms over the years—building homes and running youth activities during a volunteer trip to the Dominican Republic, teaching swim lessons, and helping plan community events with the City of Berkeley. Her background helped her land her current work study position managing social media campaigns for SF State's Office of Emergency Services. She is excited to stay connected to the healthcare and emergency services field while learning the communications side of public safety.

Gwendolyn Larsen (She/Her/Hers)

Emergency Planning Lead, CERC

Gwen Larsen has served as the Emergency Planning Lead at San Francisco State since October 2025. She is part of CERC (California Emergency Response Corps), an Americorps program that enables a service year for disaster outreach and response.  

Gwen graduated with a BA in political science from Umass Amherst, studying public administration and policy to use her passion for risk reduction and climate resiliency. This led to her to pursue her master's degree in Disaster Management, focusing on natural disasters and the impact of war on environmental resources, graduating in the spring of 2025. Previously, Gwen gained experience in crisis and interpersonal management as a Unit Head at a camp near Yosemite during the summers and spent many years as an inclusion specialist and counselor, elements which she hopes to integrate into emergency preparedness and response.  

Gwen is eager to serve her community with an emphasis on inclusion and resilience to strengthen the campus’ ability to handle any crisis.
