EXECUTIVE SUMMARY

Background and Overview. San Francisco State University’s Office of Emergency Services (OES) is continually looking for areas to grow our outreach, improve our systems and learn from previous years’ successes and challenges. In AY 23-24 we set goals for the establishment of a physical Emergency Operations Center (EOC); the expansion of resources and support for our Building Evacuation Program; and laying the foundation for the transition of Continuity into our department. In AY 24-25 we met these goals and more.

From December 2024 – April 2025, OES Director Hope Kaye was on leave. During this time, Jay Orendorff returned to campus as Interim OES/EOC Director and continued to drive departmental initiatives and projects.

Emergency Response and Improvement Plans. The EOC activated three times during AY 24-25:

  • November 2, 2024: Power outage
  • December 5, 2024: Tsunami warning
  • December 19, 2024: Credible threat / bomb threat

Following each activation, a timely debrief was conducted resulting in an After-Action Report (AAR) being shared with stakeholders. Each emergency should result in process improvement; to that end, each AAR included an Improvement Plan (IP) with action items resulting in tangible improvements. One example of a tangible improvement resulting from the completion of an AAR/IP is the overhaul of the campus Emergency Preparedness posters. This improvement was the result of feedback after the incident on December 19, 2024, that identified concerns about the legibility of the existing (and outdated) previous posters.
